Mod'ed Quick Canoe Electric w/ mod'ed outriggers. Possible?

Firstly, thanks to anyone who can offer me any help.
I would like to use the quick canoe electric QCE plans for the hull design but with modifications and the Storer outrigger plans with modification.

Here are my desired requirements for the design.
Per certain Texas laws about boat registration the boat cannot have a motor and must be under 14' to keep from paying any fees.
Sailing outrigger canoe for close coastal use and the ability to be launched at low tide on the beach in Port Aransas, Texas near the north pier for access to the Inter-Coastal Waterway.
Under 14' and a narrower but longer beam of 24". Perhaps take 2 feet off the QCE? 13'8".

I am envisioning something like a wider version of the 1st and 2nd sections of a 3 section Wa'apa by Dierking but w/ a shaped transom like the QCE.

A "wave breaker" bow. Something that will not soak the inside if I hit an 18" to 24" wave going out. Mod the QCE bow with an exaggerated swoop?
I do not want to deck the top because I would like an open hull for stuff or another human.

I want to use the Storer outrigger with something like inter-connected Storer style rudders on the hull and outriggers to improve steering or...perhaps cockpit controllable leeboards on the outriggers if that will improve steering and easy of set-up.

So after all that.
Is this feasible? How do I work out the numbers for the changes in hull size and shape? How do I connect the rudders? Etc.

BTW, this will be my first boat build.
