While looking at this site http://ift.tt/1uWgRF5 last night I encountered this and wondered what its intended purpose was. The site's owner commented it was a flea market find and that it has no manufacturer's identification. Any ideas? Even for those with no interest in bicycles, the site and accompanying photos are, in my opinion, worth a look. Examples of beautiful workmanship abound.
