Electric Motor fail

The electric motor on my abrasive cut off saw is failing. Hoping someoen can help with a possible diagnosis.



It is a 240V motor the type with the large cylindrical capacitor on top (at least that is what I think it is). I loaned it to a mate working a year or more ago and it has come back not working today. When it is turned the motor gives a low growl and then just hums. It is unable to turn.



It is almost like it hasn't enough power to get momentum. I have heard that motors often need a much greater starting power and then run at a lower level. I assum this is what the capacitor is for. Is it likely that all it needs is a new capacitor fitted? Is this expensive? Or is there a whole variety of likely suspects?
