Putting in a loose stone/gravel driveway. Advice pls. :)

Our driveway is a mixture of broken concrete and exposed dirt. Please see pic.



We're wanting to cover it with loose stones much like the second picture. Question. Should I dig up all the broken concrete or is it possible to lay the stone over the top? I guess I'm thinking should I undertake ground works and some better drainage vs. just laying new material over old? :O
