Alfred Herbert Drill or Broach?

Groovers, I have been watching this item on the Bay and went a had a look at it today. Is it a drill or some kind of broaching/ tapping machine?



I have contacted Herbert tooling in the UK but that will take some time for an answer to come. Any information will be great.
