This guy has really brown, couch on fairly hard packed soil. The soil itself looks ok. The property is in a neighbour which was build 20 years ago at the same time as all the other house on the street. The neighbours lawns are on same soil and looks fine. I told him, I will have to remove all the old turf (what's remaining of it) before top soil and new turf. However, because of cost saving, he wants me to lay turf on what's there. Is that acceptable?
