Baltic stain on Victorian Ash stair

Hi all,

I have had a Victorian Ash stairs built and I wanted to put a Baltic stain on.

I put on Feast Watson Prooftint Old Baltic stain on but there has been a lot of stain bleeding up the balusters, stringers and risers. Should I have put a sealer on first?

at this stage I have started sanding off the stain - any suggestions on a way forward?
