Gaining height in basement reno

I am thinking of finishing my basement. Major issue is the height of it, from the bottom of the ceiling joist to the floor is 5'11". I am 6ft. I think digging out the floor will cost to much for extra space that isnt a must, just on my wishlist. So to my question. The floor joist are true 2x10 joist 2ft apart. Could i cut them down to 8inches, giving me 2 extra in height. ONLY if i sister a new 2x8 joist on all of them? Just want to get some peoples opinions before I start pricing that out. Thanks
